Minnesota - Minneapolis Wage Theft FAQs and Rules

On October 8, 2019, the City of Minneapolis drafted wage theft frequently asked questions (FAQs) and rules documents to provide general guidance to employers and employees about their rights and responsibilities under the city’s wage theft prevention ordinance that is effective January 1, 2020. The FAQs and rules are available for public review and comment through December 31, 2019.

To help prevent wage theft, the city adopted parts of the state’s new wage theft law into local ordinance. Under the local ordinance and state law, employers must adhere to a regularly scheduled payday, provide prehire notices of certain employment terms and conditions, and provide earnings statements at the end of each pay period. The ordinance also requires:

  • Sick and safe time accrual and use balances on earnings statements;
  • Employee signatures on notices of changes to the prehire notice; and
  • Distribution of the city’s notice poster at the start of employment, which is still in the process of being drafted.
